what client you using?
what ports you running it over?
have you opened the ports up on your firewall?

how long have you left the torrents running for as they can take time to settle down.

More importantly who is your ISP as that to be honest looks like you're getting throttled.

Have you increased your max seeds/peers above defaults?

For every other person you connect to there is an overhead exchanging data bewteen them all, sounds like you are choking your connection/routers IP Tables with lots of connections.

not changed anything.

it's fine for a few minutes then slows down, if i close bittorrent and restart it it jumps upto 1mb/sec for a few minutes again, and then slows.

Is this Virgin Cable or ADSL?

Cable don't traffic shape like that, unless you've gone over the STM limit for a given time.

If it is VM ADSL though then yes you're probably just getting hit by their traffic shaping system.

mine's fine on cable

if i'm in a traffic shaping period, it'll be around 200kb/s

does speedtest.net look ok?

recently I had to call virgin up, they said my connection was on a server with heavy load, so they moved me onto one with more resources

You also need to limit the upload rate in your bittorrent client to around 80% of your maximum upload bandwidth. You need to keep some spare upload capacity to send acknowledgement packets for the downloaded data you recieve.

If you max out your upload bandwidth it will also affect your download speed. Also (AFAIR) your upload speed will be throttled when you have been STM'd, so take that into account.

If you are doing a large download, try to do it during the night, when you will not be affected by STM.

Sorry i can't give you any solutions to this but i use to have exactly the same issue with Azureus. Swapped over to uTorrent and haven't come across it since. But i asked in several torrent forums for a solution to it and nothing ever got rid of it
