What if the "independent witness" was actually the perpetrator and acted as a witness to throw your investigation off course? WHAT IF?!
Why will police or insurance HAVE to get involved? It's a civil case for the small claims court (potentially). OP is going down absolutely the right route.Did you get the details from the witness, unless this guy just goes "oh ok, here's some money" then you're going to have to involve police/insurance and they're going to want a 3rd party witness.
He will almost instantly presume there's some evidence if you manage to find him - how would you get his address if there was no record?

Can't believe people suggesting to the op to leave it. Seriously, from some of the comments,people really do need to stick up for themselves more!. If someone damages my car, and I find where they live, they have got some explaining to do,hopefully they admit and its all sorted,if they dont, its easy to get payback. Im sure to the op,and other like minded people,this makes sence.

The DVLA probably wont give you his address anyway and even if they did, you probably won't achieve much unless you are an uber keyboard warrior.
Give the numberplate to your insurer - THEY can obtain his address quite easily and attempt to claim through his insurance company. This is far more likely to result in him rolling over and accepting it than some random guy turning up at his front door.
