Track width measurement?

Track width is measured from the centre of the tyre tread right, which you would assume is almost exactly the centre of the wheel?
Is it measured at ground level though, or at hub level? If it's measured at the ground level then I assume a change in camber angle would have an effect on the track measurement?

Ground level, from the centre of each contact patch, so yes, you do get +/- variation in track width whilst moving.
