No comment interview. Case disposed of with no further action against suspect. No way to prove that he was the person driving the vehicle.

How can you prove that he was driving the vehicle? The CCTV did not pick up the drivers face and there were no other witnesses to the offence.

You can prove that he has been in the vehicle yes, that does not prove that he was driving it at the time though.

He could have stolen the vehicle on orders of someone else - someone else smart enough to wear gloves. Or he could have stolen the vehicle, joy-ridden it and then dumped it - at which point someone else (wearing gloves) took possession of it and had the accident.
