Traffic rules and parking laws? web site?

Tried google, dont get much help. Anyone got a good website reguarding the rules about parking sites and laws that traffic wardens can and can not do?

Havign a few issues in LEEDS at the mo with them putting up bits of paper saying one rule that conflicts with another on a metal sign.

Is it lawful for a trafic warden to put up a bit of plain paper saying , pay at the other machine when the machines in question have a sticker on saying that these machines can only be used in the carpark they are in and no others?

If they had peeled off the sticker, or used Leeds council headed paper, maybe, but any old paper taped to a lampost?

yes im being picky, but at £7 a day to come to work.......

Yes they can, although tickets issued are not normally transferable between sites in the event of a machine fault the council ( who administer parking locally ) will contradict themselves as and when it suits them, this isn't just in Leeds but applies nationally.

our local council would advise parking attendants to allow free parking where a machine had gone down, as a former attendant I would tell members of the public to grab a picture of the machine displaying as out of order and use this as evidence to contest any penalty issued against them ( this applies on any car park not merely on council operated ones ) though in fairness knowing a car park is pay and display then parking even with inoperative machines the law usually sides with the owner / management of the car park simply stating that you should and could have sought an alternate free location
