Transferring files to external HDD is inconsistent

Is it normal for Windows to report it incorrectly? When i watch the green bar it stops now and again for 5-10 seconds (bytes remaining stays the same) then just carries on as normal. Rinse and repeat 3-4 times during the transfer. I have two external hard drives and they both behave in the same manner so i'm pretty sure this is a Windows setup issue, or maybe my PC/Internal HDD performance?

I also have an issue with Windows being slow to get going when i first boot up. When i say this i mean that if i open Chrome and start typing in the address bar the text will lag. After 20 seconds everything is normal and there are no performance issues.

I'm wondering if the two issues are related in anyway and if this is an indication that a setting is quite right or my internal HDD isn't performing as it should?

Any feedback appreciated.

Everything sounds fine to me and all this is normal. If you have any doubt that any of your drive might be in trouble, just backup your data and test them with an HDD diagnostics tool to see if any errors pop-up. The Windows thing with not being able to load stuff faster right after your computer boots just means that Windows still loads some stuff and all your programs on auto-startup are starting as well and your system feels a bit slower.
You could defrag your HDDs to see if that speeds things up a bit.
