Transforming a photo into a vector graphic

Does anyone know a simple way (photoshop plugin or something) that can transform a photograph into a vector graphic?

A bit like this?

I've used the demo of Flash before, so my time's up, but it seems a little over the top for such a simple task. Is there a photoshop plugin that anyone knows about?

i do them in illustrator but there is no way to just make it happen you have to sit there and do it. The closest thing to it is the cutout filter in photoshop but that wont get you the same results.

Photoshop's cutout filter will give an image the immediate appearance of a vector, but it won't resize like a vector.

The proper (i.e. fiddly) way is to use the pen tool.

You could use the cutout filter to give you an easy-to-follow template.

Sounds like someone didn't need a vector graphic, just the appearance.

If you imported frame by frame, I guess.

Use virtualdub to export (eg. an avi file) in frames.
