To protect and preserve trees.

It's usually to preserve a tree for public amenity, but can also be used to protect a tree for convservation reasons.

To stop people chopping down old trees for what ever reason, I recall a new shopping develoment putting up a sign saying when they were opening. On council land about 50 meters from the sign there was a few small trees, they chopped them to give a better view of that sign from the road. Its to stop freckless thing like that.
