right I need a hinged bar that bolts to one side of my rear gate and folds down to be padlocked to the other side like something you would expect to find in a castle :p

need it because any lock on the gate is just going into wood So want something going from the brick posts not only world this stop the gate opening (tall one) but even taking the gate off would still leave the bar across So any scum couldn't get my bike out

what is this device Called does it even exist?

could make one I suppose
 
You probably need to find a local blacksmith or steel fabricator, the sort of person that makes railings etc. and ask them to quote you for measuring up and making you whatever you want.

Portcullis and boiling oil for the win. :)
