Troubleshooting SLI Not Getting full performance after restart

hi folks i have an annoying issue with sli every time i restart or hibernate my pc and start a game that supports sli i don't get the full performance and have to disable and enable sli before i start a game my specs are:

CPU: Intel I7 6700K @4.7ghz
Ram: 16GB Avexir Blitz 4x 4GB 3600mhz
Motherboard: MSI Z107a Gaming Pro
GPU:2x EVGA GeForce GTX 1080 Ti SC Black Edition
PSU: EVGA SuperNova T2 1600Watt 80+ Titanium
OS: Windows 10 Pro 64 Bit version 1709 build 16299.125
GPU Driver Version: 388.59
Moniors 4k monitor as main (Running a custom resolution 3840x2160@74hz) and extended 1080p monitor as secondary

Things i Have Tried:
Reinstalling drivers using ddu
disabling the programs that have to close to enable/disable sli before enabling to see if one of them was interfering
Swapping the card i plug my monitors into
Changing nvidia power setting adaptive and prefer maximum performance no difference
Trying force sli rendering options 1 & 2 1 made things worse and 2 no difference
Switching to native resolution 3840x2160@60hz
Unplugging second monitor

My psu has more than enough juice and since it works after disabling and enabling again i don't think it could be a connectivity problem reseating the cards. sli bridge, power cables .etc and both cards do clock up to their maximum under a 3d load so i don't think it could be a power saving issue. Both gpus when they are working correctly operate at 98-99%(70-80ish fps) utilization (In Far Cry 4) and after a restart the both fall to 40-60%(40-50ish fps) but are still at max clocks.It also doesn't seem to be game specific i get the same behavior in both Mass Effect Andromeda and Far Cry 4.I'm not sure what else to try. I've been looking online but i can't really find anything I'd really appreciate your thoughts cheers.
 
I'd be looking at BIOS options, in terms of power on the PCIE lanes.
I had a look but didn't find any power setting specific to pci their was eup power savings option but that was already disabled and the pci settings i found were to do with link speed mine was set auto select and hardware explorer showed the cards at 8x and a pci latency setting
 
Stop using hibernate or restart. restart in comparison to doing a full shutdown then reboots is probably only an extra 10 seconds. Also if ur using hibernate that will be limiting power to certain components resulting in you having to disable/re-enable to SLI. ive also set my windows power options to performance and noting ever goes into sleep/hibernate status to avoid suck issues

I tried setting windows power management to high performance and disabling all pci power saving but it didn't help and while yes your solution would work it's just not very practical for me. Doing a full shut down and then turning it back on has the same result so i would have to keep it running 24/7 and my desktop is in my bedroom. I do have fan control but it still wouldn't be completely silent and i would have to go through all the programs to turn off the lights nzxt hue,corsair link,logitec .etc and their are some lights on my case that can't be turned off. I've done it in the past when i have something that takes a while to do but i couldn't live with it permanently. Plus it's just a waste to leave it on all the time doing nothing
