In that previous thread it turned out the Samsung F3 was at fault (possibly due to an incompatability between the drives firmware and the SB850 Southbridge, a replacement Samsung F3 from a different vendor fixed the problem)
*EDIT* Your motherboard appears to have the Intel H55 Southbridge so shouldn't have that incompatability anyway.
Has me wondering if OcUK have been unlucky enough to obtain a batch of faulty Samsung F3 drive's though and the drive in that previous thread was truely faulty.
If you have the option available to you, try a different SATA HDD, even if it mean's borrowing one from another machine just to test if its detected in the BIOS.
Seem to remember from your other thread's your dad has a Packard Bell (with the multi-licence Win7), although I doubt he'd be too happy to let you start taking it apart
You could check in the BIOS that the SATA controler is set too IDE and not AHCI (Advanced Host Controller Interface), In AHCI you will most likely be required to provide a driver for windows setup.
On that other thread when the BIOS was set to AHCI, the HDD wasn't detected by the BIOS at all , only in IDE (NativeIDE in that case)
To check go into the BIOS and on the Main page, go into Storage Configuration
Make sure its set Configure SATA as [IDE]
Trying a different cable is always a good idea, as is trying a different SATA port , looks like the motherboard has 6 of them numbers 2 then 1 on the top row , 4 then 3 on the middle and 6 then 5 at the bottom , can't see any reason why the HDD shouldn't work on any of them.
Just afew idea's for you.
