Issue
New System build on MAG B460 Tomahawk - cannot get Mobo and CPU to power up together – my 13-year-old son’s first build – please help!

Set-Up
Main Board: MSI MAG B460 TOMAHAWK (Socket LGA 1200) DDR4 ATX
Bios Version: UEFI BIOS as shipped
Video Card: MSI GeForce GTX 1650 4GT LP OC
PSU brand and model: Kolink Enclave 500W 80 Plus Gold Modular - 12v rail Rating of listed PSU: 41A single rail
CPU: Intel Core i5-10600K 4.10GHz (Comet Lake) Socket LGA1200
Memory: Corsair Vengeance LPX 16GB (2x8GB) DDR4 PC4-21300C16 2666MHz Dual Channel Kit - Black (CMK16GX4M2A26)
SSD/ HDD: WD Blue SN550 1TB NVME M.2 2280 PCIe Gen3 Solid State Drive (WDS100T2B0C) – Not connected
CPU COOLER: Arctic Freezer 34 eSports Duo White CPU Cooler
Raid Card: Not sure if we have one
Sound Card: N/A
Keyboard: Corsair Gaming K55 RGB Keyboard
Problem
Motherboard successfully powers on when CPU is not connected. CPU colling fans and GPU fans (both powered from Motherboard) work. CPU warning light is lit. RAM is attached in slots DIMMA2 and DIMMB2
When CPU is connected, the Motherboard does not power up.
Motherboard successfully powers on when CPU and RAM are disconnected. RAM warning light is not lit.
Tests
Have removed and re-seated the CPU, mother board, GPU and RAM and have retested with the same results.
I don’t have an alternate CPU to test with.
Unlike lots of other MSI Mobos, this one does NOT have a Flash Bios button, it only has a Clear CMOS jumper.
From what I have read, it may be that I need to update / flash the Bios, but I am stuck on how to do this without the Flash Bios button.
Would really appreciate any help.
