turning a photo into text

I remember seeing ages ago, a photo of a girl made out of text. You had to look at it from a bit of a distance to make it look really good, but I was wondering how exactly it was done. Sometimes the picture was made out of just one character, if in colour, and sometimes out of several characters.

Is there special software to do this, or can I do it in Photoshop?
