Turning HDD "Off"

Is there a way to stop the head spinning? Or any other suggestions? (Aside from unplugging it, obviously)

Got a Seagate Barracuda 2tb (known for their noise unfortunately) and every now and then the vibration/whirr gets quite louder.

Experienced this with past three cases I've had, and this one in particular has rubber mounts on the drive bay.

The HDD is used as a secondary i.e. for storage.

Just set it in windows to turn off after a few minutes? I have an SSD and two 2Tb drives in my HTPC, and the drives only spin up when I play something off them. Navigating XBMC or using windows, they stay off.
 
My power settings like to reset every time I restart my PC :/ Nothing a reformat won't fix though, but trying to put that off for as long as possible.

Yup same i did this the other day, now my pc is nice and quiet my Raptor is by far the noisiest thing.
