Two Monitor Setup + Graphic Card Options

Basically, I'm in the process of ordering parts for a new Gaming PC build.

I would like to expand to a dual monitor setup. But I'm unsure about what I am allowed to do and what graphic card(s) would be best for my goals. I would like to spend less than £250 on new graphic card(s).

So, I currently have two 22" LED Monitors. I would like to have a graphic card(s) that can power both monitors. But I would only want to play PC games on one of the monitors.

Here are my questions that I would like to have help with.

Is it possible to have only one monitor playing a game will the over one doesn't display an image?
What graphic card(s) do people recommend I buy?

I apologies in advance if this seems like a inexperienced question to ask, but I would really appreciate any help anyone could offer.
 
Getting yourself a Hd7950 for £250 would be your best £/performance.

Providing you buy a card that has the required connectors for your monitors (DVI, DP etc) it's as simple as plugging them in, setting them to extended and playing a game.
You can disconnect the second display when you want to play a game, but the hit on FPS is so minimal it's not worth the hassle.
