I just went over the possible groups for Liverpool a few posts above. Finish 2nd and you risk getting Barca or PSG, finish top and you risk getting Juve, Bayern or Real.

Finishing first would still be much preferrable for Chelsea though. Due to so many English teams topping groups Chelsea would only be able to get Barca, PSG or Besiktas if they finish second. If they finish top they could get Juve, Bayern or Real, but they could also get Basel, Sevilla or Shakhtar Donetsk. I'd rather finish top and have 50/50 odds of getting a team you should beat rather than finishing second and having a 66% chance of getting Barca or PSG.
