I thought they changed it so that if you are offside and interfering with play then its a foul.

I have no idea what is confusing the commentators. Either Mata touches it and hes miles offside or he doesn't touch it and he is distracting the keeper. Pretty simple decision to make, the only strange thing is how long it took to decide that it shouldn't be given.
