Why is head to head used before goal difference?

I would have assumed it went GD, scored, conceded, head to head in order of preference

Surely head-to-head is the better way of determining which is the better team.

Head to head when 2 teams are tied. 3 or more and you get a mini league. Thats why russia fell behind greece with no change in this game.
 
Head to head seems unfair, Russia out despite performing second best (based on GD after points). What an odd rule!

Well yeah, I completely agree in an isolated comparison, i'm just wondering why it's done like that here but not in other circumstances, seems odd to use it in some circumstances but not others.

Indeed, Russia beat Czech, Check beat Greece, Greece beats Russia - looks like a tie go to GD to determine who goes through.

Appears to be a BS rule for Russia to get kicked out.
