IMO, should be advantage, see what happens, then a yellow for the Portuguese regardless. That isn't how it works in Modern football, I know, but that is what makes this kind of cheating normal.

It is still poor showing from the ref because if he has played advantage then he should still go back after and yellow card the player for the pull on the shirt, in trying to stop or hamper a counter attack. I don't think Belgium would complain too much about a free kick 25 yards out, centre of goal, with De Bruyne etc in their team.
