For freebies, have a look at

UMLet
StarUML

I believe Microsoft Visio can also do UML (amongst many many other things...)

have always used visio, but obviously, it costs.
it does a reasonable job though.

used to use rational rose in uni, but that probably costs a bomb

The latest preview version of Sun's NetBeans (5.5) has the facility to draw UML diagrams (without necessarily linking them to Java code).
