Unable to boot

I have a Neo2-FR and it halts on green, green, red, green which means assigning resources to ISA. It also doesn't turn on properly, it turns itself off and then turns itself on again after 5 seconds. LED 17 near the PCIx glimmers strangely. In addition the Enermax only has a 4pin CPU power connector but I don't think that matters.
The PS2 keyboard works fine also so I'm stuck and theres nothing else plugged in. There is no video signal.
My best guess is the board is faulty as it shouldn't need to assign ISA.
Am I right?

After turning the power on, the system asks if I want to enter BIOS setup <Del>, or POST <Tab>. The keyboard (USB) does not respond. A quick check of the LEDs and consulting the manual gives the description "Assign resources to all ISA". What does this mean?


FIX

OK, it turned out to be a problem with the CD-ROM. It booted once I unplugged it.
