Unable to Detect External Hard Drive

My Toshiba 3TB external hard drive isn't showing when plugged in - It lights up and vibrates when plugged in and i've tried different cables, laptops and ports, but nothing.

It doesn't appear in windows explorer or Disk Management window, but does appear in the Device Manager window.

Anyone know why this might be, or what else i could try?

Try using diskpart in the command line.

Might be the connection, take it apart and take the drive out.

Very unusual that it appears in Device Manager but not Disk Management. That suggests to me that the USB controller is being seen but not the HDD behind it. If it has an external power supply then it might be worth trying a different one if you can.
