Is this a legit email from Hotmail? And if I have not clicked any of the links, can whoever tried to create an ID actually do anything?

I don't want to click the cancel account link incase it's not from MS.

So it appears to not be a scam and someone has indeed done it :\

Without actually seeing the original I would treat it as a scam.

msn.com and windowslivehelp.com are both legitimate domains. If that's where the links actually go (hovering over them will tell you) then they're fine, otherwise they're not.
