You will need to set the proper speeds in the BIOS, usually motherboards set the RAM to 1333MHz, 1.5V default. You will need to go into the BIOS to change that to 2000MHz, 1.65V and whatever your timings are.

Also, the RAM may be rated to 2000MHz, but you may not be able to achieve that stably. However, I wouldn't worry - past 1600MHz there isn't much performance boost for extra RAM speed.
 
If its this stuff, then you will need to use 1.65Volts - the default 1.5V won't cut it for full speed.

Again, you should have a look in your BIOS - what mobo have you got? I might be able to tell you where you need to look.

The other side, mentioned above, is that your processor may be incapable of running the ram at spec. The ram can do what it's rated to, the processor is rated to 1333mhz so anything over that is lucky (i.e. overclocking) according to intel.

You're going to have to play with the bios to get more out of your system. If you're not overclocking the cpu, leave the ram at whatever speed it's running at now and put the money wasted down to experience. More ram frequency is going to do nothing measurable for performance at any point, worrying over it when the processor is running far under its potential makes little sense.

Or, better, clock the cpu as well as getting the most out of the memory.
