Underclock?

Yes, or you could just enable speedstep and whenever the cpu is not being used it will drop the multiplier down ( effectively underclocking it until needed )
 
I'm looking at a media PC and want it to be as quite as possible with a reasonable temp. all it would do is play standard def video to a smallish TV so it doesnt need much processing power, speed step is fine but i want to garantee the fan not going above a certain speed
 
You should probably look at a passive cooling solution then. You don't have to have a fan on the processor or chipset. A nice quiet case fan drawing cool air through the case across a passive cooler can be sufficient.
