Not if you insulate it reasonably (4-6 inches of insulation), then you'll just need to heat it like normal.

The frost line probably only goes down a few inches in England. It would actually be much warmer than an above ground building because of the thermal mass of the soil. Although you'd have to have proper ventilation which would bring in cold air. With a fresh air heat exchanger and insulated walls/floor, the heating required would be hardly anything. A PC and a dehumidifer might even be enough by themselves. Stays cool in the summer too.
 
Loft conversion is a no go, due to the design of the house there isn't a lot of space up there for storage, no where near enough for an office.

So the storage container is out, but he's been contacting some companies that work with ICF's such as http://www.logix.uk.com/ try to price up a ball park figure for it.
