Yup, and no it doesn't.

They're given a time that they have to be slower than, if someone wants to go much slower, then no problems. If you're so close to them that you can't go any faster than them, then it's no different to a normal safety car.

It's an advantage for the car behind if they have a larger gap and the car in front is slow, then you can close up. Just like Rosberg did a couple of races ago and gained 2 seconds on Hamilton.
 
Were they saying before the race that the cut-off for slicks was around 1:48?
Pirelli reckon it's around there though I guess there is an element of guesswork involved as there hasn't been any dry running this weekend.

Seems putting slicks on breaks your car Bottas and Grosjean have retired now!
