Unlocking a read only file so i can add files (challenging)

It would be great if someone could solve this as I've been on this for a week now.
My son's laptop died but he had Minecraft saved to an external harddrive which he did using the windows move option under installed apps.
It looks to have saved his world as a .dll file and i cannot get the file to transfer to his new Minecraft folder because the new folder is read only which I have tried for the last 3 days to change.
Believe me when I say that I've tried everything to insert this file into the folder including all of the usual admin permissions e.t.c but it would be amazing if someone could tell me a way to fix this as he has spent the last 5 years on this particular world.

What version of Minecraft is it? Bedrock edition or Java edition? (Or something completely different lol)
 
It's bedrock, the saved files in the usual folders on the C: drive are old which are 2-3 years behind in progress.
It's been on the D: drive for a long time but i think it just parks 98% there and keeps the rest or old files on the C: drive.
The file that matches the world in regards to the MB size is a .dll file and it's classed as an application extension.

So you have taken ownership of the file(s). Sounds like you need to do that but maybe you have already tried?

I misunderstood your initial post but might be why it only allows read only.

Moving the app doesn't necessarily do anything with the save files, it is unlikely the .dll file is saved data - Minecraft uses mc files which are compressed and under the user folder path so unless you can stick the original storage drive from the laptop onto an adapter and grab the files from it you may be out of luck.
 
I have taken ownership of the folder/files but the only saved files i could get of the C drive were from 2 years prior that were under the user folder.
On the D drive where the game was transferred to their isn't a user folder which makes sense because it wasn't the main drive.
The D drive was sata so ive just got it in an enclosure now as i attempt to get the files off to reactivate the saved game.
