Done this and now my CPU isn't clocking down at idle.

Multiplier stuck at full speed.

More tweaking required..

That's got nothing to do with un-parking. Did you use the method in the OP? The application, or did you use the beta version that tweaks power settings? That could explain not down-clocking. If not check your bios settings.

All the application in the OP does is un-park the cores. Nothing else is affected..

just tried COD ghosts again, shuttering is still here...

This fixed Ghosts for me. Butter smooth after un-parking cores. What OS are you on? Did you use the original method. I.e this one below?

Do you still need to do this with windows 8.1?

Yes some people need to, I had 3 parked cores in Windows 8.1. No harm in checking.
