I don't think they have mentioned what card anywhere, but they did say it's running on one card and not SLI. I would guess it's the most powerful Nvidea on the market though and that was running it at a rather nice framerate so I would say any high end Nvidea/ATI would be able to run the tech demo fairly well.
As for a game... Maybe not as there is a lot more variables to that rather than a very well optimized small area running a few scripts. The future is looking very good though!
Not technically feasible as an mmo due to the resources needed. Also the elder scrolls mmo is in development and graphically (so far) is nothing special and Zenimax owns ID so they would never license a competitors engine.
Is it just me who thinks the development tools look better than the engine?

Running on a single 680 according to Eurogamer. They also reckon it's feasible for the next generation of consoles because Epic designed UE4 with their existing knowledge of the hardware in mind.
