I've always lived in the South and I'll say "I'll try and come up to see you time" to relatives in the North, or "I'll be up in XXXX next week" when talking to colleagues in another city.
I typically use "down" when referring to locations that are further south than me and also within the confines of a town i.e. "I'll be down the pub at half eight" even if the pub may not strictly be lower in a geographical sense.
My brother lives in Scotland. When he comes to see me he says "I'm coming down on ------- for 2 weeks" when he asks if I wanna go see him he says "You should come up soon"
I guess it's just how you're used to saying it. I say "I'm coming down" no matter where it is.
