Update after going from wireless to wired (ping)

so finally got my PC wired getting a ping of 38ms and download rate of 13mbps

im happy with the download rate as i used to be on 2mbps but the ping is only 11ms less than what i got through wireless. Is there a way to lower it?
 
Once packets leave your house, you're at the mercy the wiring between your house and the local exchange, your ISP and eventually their links to the wider internet
 
Do a traceroute to your target server. This will tell you the latency between the hops. I'll guess that your first one or two are inside your house and likely to be 1ms. Once your out into the street, it totally depends on the local lines, your ISP, and whatever route you take to get to your server.
 
Sounds like 35ms is your best case scenario. I'm guessing you are on straight ADSL? To give you a rough comparison, I am on fibre, and I get 5ms to bbc.co.uk.

ill see how it goes like this if not ill have a proper look into fibre

I'm also on fibre (80/20) and have 15ms to bbc.

But more to the point why do you think you need such great response times?!
