I Really Need to upgrade my Current PC im still running a Duel Core AMD 64 -_-

But im not sure what to do with Ivy bridge and PCI-e 3.0 GPUS coming soonish

Should i just wait it out? or is buying something like this a good plan then upgrading to a decent ivybridge CPU and 3.0 GPU?

Well to be fair, almost anything you upgrade to will be a huge boost from your poor X2.
It all depends on how desperate you need the upgrade. your going to be waiting until around April-ish (rumoured) for Ivy Bridge, 6months-ish.

If you want to get new equipment now then just swap the CPU for either an i5-2500K, i7-2600K or an i7-2700K depending on PC usage.
 
The good news is that other than your motherboard, CPU and RAM, the rest of your rig is pretty good. What kind of budget do you have to play with? If possible I'd recommend jumping straight to the i5 2500k which will remain a very capable chip for a long time yet. The i3 2100 is a very good chip but more and more programs and games are starting to advantage of multiple threads so it would be a shame to spend £90 on an i3 only in a few months to wish you had spent a little more to get a more future proof chip.

Your graphics card will probably hold out until the newer options are available that you mentioned.
 
Budget is around 350-400

Yer can afford to throw a I5 or I7 into the build rather than the I3 if i wanted too

but like you said the GPU will hold out until the PCI-E 3.0 stuff but i was under the impression that to get the most out of them id need a Ivybridge CPU. Am i right in thinking that?
