Upgrade my bottleneck

I've found RTS games struggle with a lot of units on the screen despite turning visual settings right down, so i'm guessing my CPU is to blame, correct?

If so, what would you suggest is the best cost efficient method of rectifying this? I have no clue of tech progression in the last year, so please enlighten me.

My budget will be determined by what's available. Thanks in advance.

either a C2Q cpu and more RAM

or sell your bits and new build :D

plus some RTS games are limited on frame rates so i would use fraps first to see what FPS your getting first :D
 
Yeah, i'm using FRAPS. The game in question is limited to 30FPS and always reaches around 15FPS (stuttering pace) halfway through a huge skirmish.

What I want, ideally is to have that same skirmish stutter free.
 
What game?
CNC3. I didn't mention it previously as I didn't want to elicit any response which would deflect from the topic at hand.

After doing some research, it seems the game could be badly programmed for skirmishes for 4+ players (offline mode). One person with a Q9xx, 4GB of RAM and a 4870 1GB was having the same problem.
