At the moment I have an Intel 9900k on an Asus z370-G board, 64gb Corsair ram clocked at 3,600mhz and an EVGA rtx2080. I want to upgrade as want to play in 4k, thinking of getting a z890 board and 15th gen cpu, but wondering differences between asus rog boards and TUF as the TUF ones seem much better value. Also should I wait for RTX 5000 series or consider 4080 super?

At 4K the main thing that matters is a GPU.

Depending what you own now the 4080 super could be your best upgrade for 4k. The 9990k is still a good cpu.

This video includes the 5800X3D (unfortunately, not the latest gen) you can see that in some games @ 4K there's little benefit from a new CPU, but in other games the gains can be surprisingly large.

I do think you have some headroom to upgrade the graphics card before getting a severe bottleneck, but it depends on what you expect from the PC/the upgrade.

It depends which boards you compare to, but the TUF boards are usually a step above the Prime (e.g. better heatsinks and thermal performance), but their feature set isn't much different, while the strix boards tend to have higher end audio, lots of USB, higher-gen M.2 slots. Like I said though it depends on the model, because there's a big difference between say, the Rog Strix B760-F and the Z790 Hero.

It is very hard to answer that, there aren't even any speculative benchmarks right now (not that I've seen). The 4080 Super is a big upgrade on what you have and even though this gen are widely thought to be bad value, I doubt that the next one will be any different.
