Budgetwise... I was prepared to start with a whole new rig, where I'd usually spend £1200-1500.

If going new, I'd look at trying self build, but that should keep under the £1500 limit if you ask ocuk to build it for you...if self build, you could swap the cpu for an x3d cpu, and maybe go for a 9070xt or 5070ti..even if you don't the self build will leave you room for maybe a 1440p gaming monitor rather than 1080p (if i'm reading that right)
a 9600x will still perform as a 5800x3d will

of course with a b450 mobo, a 5700x3d is an option, but seeing as you want new psu, gpu, cpu and ddr4 ram which now costs the same as ddr5, the only real diff now is the mobo cost, so selling your existing rig can offset that to an extent
