Upgrade or not

I really do think there is something wrong with the card itself.. that last pic shows 0% load and still using all that power...

is there any way you could test the card in another machine to rule out any software/bios settings issue?

Yea I think you could be right. I would be tempted also to load up Nvidia inspector in safe mode just to see what it reports then.

I don't have another machine and all BIOS and system settings are on their defaults

You absolutely sure you have the monitor plugged into the 1070 and not the onboard cpu hdmi/dvi?
 
The only thing I used was nvidia inspector and I only went slightly under as you saw in the pic. The problem was already present before doing it and I've never oc'd it until that point

Im stumped dude. You did a uninstall of the drivers and a DDU clean didnt you...not sure what else apart from waiting for Gigabyte to respond.
 
Yep, used DDU in safe mode 4 times and used 4 different versions of driver. I think waiting for esupport is my only option now. Hopefully if it is a fault then i can get it RMA'd but I bought it Dec 16 so hopefully there's still a manufacturers warranty on it
 
I think you would need to contact the retailer you got it from, this is taken from gigabytes own support site

"Graphics cards: GIGABYTE provides 3 years warranty from the production date. The warranty applies exclusively to distributors and dealers. End users have to claim the RMA service through dealers where the product was purchased."
