Yea I think you could be right. I would be tempted also to load up Nvidia inspector in safe mode just to see what it reports then.I really do think there is something wrong with the card itself.. that last pic shows 0% load and still using all that power...

Modular PSU? maybe try another port or cable.
Im stumped dude. You did a uninstall of the drivers and a DDU clean didnt you...not sure what else apart from waiting for Gigabyte to respond.The only thing I used was nvidia inspector and I only went slightly under as you saw in the pic. The problem was already present before doing it and I've never oc'd it until that point
