Ice Lake is initially only going to be mobile cpu's, so don't get excited about them as we won't be seeing them in the desktop until next year at least.
If you want to upgrade this year then Zen2 is probably the most sensible direction to go in. I doubt Intel are going to significantly alter their prices.
Well there seems little point in going anything other than PCIe 4.0 at this point, which means Zen2 or waiting for Intel's Ice Lake desktop platform to arrive.
As I've waited eight years already, it makes sense to wait another 6-8 months to see what Intel come up with and how it compares to Zen2.
That's because even with your 2080ti, gaming at 4K it will still mostly be GPU bounded.I went from a 2600K at 4.8ish to 2700X last year. It... wasn't bad, didn't feel like a huge upgrade for gaming on.

You'd probably see a much bigger difference, if gaming at 1440p 144Hz on your display, with most likely scenario of the 2700K can maintain minimum 90-100fps+, whereas the overclocked 2600K would often see the minimum dipping down to 45-70fps.
What happens when ice lake ends up being crap, then you wait for Zen3, what after that? Could go on forever!
Yes I realise you have to take the plunge at some point but going PCIe 3 after waiting eight years when 4 is just around the corner makes no sense at all, nor does going Zen2 without waiting six months to see what Ice Lake has to offer.
Take those two together and it makes sense to wait for Ice Lake. I highly doubt it'll be "crap" but, if it is, I'll go Zen2 instead.
