Upgrading CPU and PSU

So I'm looking to upgrade the two items from the title of this topic. I have a £260 budget with the following specs:

- i3 540 @ 3.07GHz
- Corsair CX430 PSU
- ATI6850 GPU
- 8BM RAM
- 1920x1080 single monitor

With my current PSU, my PC runs very close to being at max power capacity and unable to overclock whatsoever.

I'm asking for advice on what I should purchase:
i5 3570K is what is appealing to me the most but I'm clueless to the PSU.

If you want a new CPU (3570k) you'll need a new motherboard too.. Got more budget for that?

What would you recommend? Wasn't sure if I needed to upgrade MB. Cheapest that could support my PC.

You could always pick up.a secondhand 920?

For a new Motherboard, 3570k and psu would be around £350-£400..
