Upgrading GPU

yes, changing mobo etc is always worth reinstalling windows again

and yes your bottlenecked
i would have changed the CPU first

Oh absolutely! I anticipated this thanks to your earlier advice: I just wanted to see if I could get a marginal gain from the GPU first as it was a smaller outlay.

OP i see you say u are considering VR in your 1st post. if so, i suggest buying an nvidia gpu, a 3080 would be ideal. amd does not play well in several situations with VR, such as incompatibility with a few vr headsets and slower performance. you need a cpu upgrade too. but gpu matters most with VR, get the best you can. cpu is important but not as important.

Generally speaking, it is a relatively minor bottleneck for RX 66x0 cards, because they have 8 lanes (review), but unless the PCI-E 3.0 board is very cheap, I'd stick with the plentiful PCI-E 4.0 boards.
