UPS woes

I've got fairly iffy power in my house. We're having issues with the washing machines and tumble drier tripping the rcd. Whilst the landlord is dragging his heels over solving our problem I've bought a ups to protect my pc from the outages.

What I'm seeing now is that the UPS slowly discharges it's battery, which seems odd. It still works as a UPS but obviously with battery performance varying massively depending on the charge at the time of failure. It doesn't even charge when the computer is turned off.

It's an APC 1500 UPS (SUA1500i) and my pc is a fairly standard 2500k, 6950 2g, loads of harddrives etc and a 1000w psu.

What are the power settings?

It should have sensitivity set at medium and voltage set at 196-256 volts. Remember a PC psu can run at 110v standard (assuming an autoswitch psu which are pretty much standard now).
