Upscaling?

Here is what I can see:

Why are there so few items on the left hand side compared to yours and the tutorials? The resize Tab looks totally different too.

Also, one of the guides mentions an OSB or something, where the settings you're currently using show up while playing a video. I can't find that, but would be useful.
 
Do you need a really powerful system for this upscaling malarkey? I'd like to link my laptop to my new HD TV to test it out but the laptops a celeron 1.86ghz with intel graphics (vista experience index 3.1)!
