Urgent help, magical GPU

to me this is all sounding more like the psu especially if it works fine on the igpu [much less power needed here than either of the two gpus that you have]
depending where you are , finding someone else with either a psu to try it with or a machine you can just try the card in [with a known to be working fine psu...
thus this would help rule out that line of enquiry, or not rule it out obviously depending on the outcome of trying the gpu with another psu/machine
im not saying it is [or isnt for that matter] the psu but it should really be the next thing to try and rule out at least.
 
Have you tried a bios update, I changed cards once and had many strange display issues and after trying a new everything I updated the MB and the new card worked fine...?

Well the 4080 super just ticks the whole system and it doesn’t boot, its like a safety mechanism going off, the rtx 3070 is something software related I believe because the system boots and everything just display is not taken from the card which is weird and takes so many tries until it finally works but the pattern I still don’t know.

Its something like instant power on, then off then monitor is triggered then on and off again and if the monitor doesn’t sleep till the third trigger the 3070 displays output and everything works perfectly until next shutdown.

I had before but when was playing around with resetting and seeing why 3070 dont boot I cleared everything back to normal so will need to do that again.
 
Maybe there is someone on here with a checklist to go through or had the same issue and managed to fix it, sounds very strange one but good luck(i hope you haven't been unlucky with possibly broken GPUs in this economy)
 
sounds power related as you get no issues with igpu, when you do is the 4080s and 3070 unplugged from the system competley? (aka taken out of the pcie slot and unplugged)

I really hope so would help out Or if any expert changed their mosfet from gpu could give me some tips. Ill order a welding station

Yeah I take them out only one at a time well 4080s completely dead when the power cable is connected and its in the PCIE slot the whole system clicks once and nothing happens nothing spinning completely dead, when unplugged(but inside pcie) then it lights up

The rtx 3070 I really think its something with monitor handshake or software communicating because everything boots when its plugged it just video output is hard to get takes many combos to make it on. Maybe something in BIOS need to play around. Or just the monitor not good, dont really have another one to test

32gb crucial DDR5 Ram 5400 to 6000xmp
RTX 4080 Super Aero

The PSU is MSI MAG A850GL, was bought new from amazon.

try the 3070 and use a tv to test if the screen is the issue, if a tv gives the same outcome as your monitor, change the hdmi/dp cable, if a new cable does the same thing but with a tv, try updating your bios, now we know the specs have you by chance updated your bios to include the microcode fixes for 13 / 14th gen degradation issues?

Will do that when im back tomorrow, and yes when everything was working with the 4080, I have updated the BIOS to the newest one but its reset every since it went bad so will need to update again.

if your bios is updated you wont need to update again, you can reset which puts all values back to how they ship with. but keep us all updated how you get on with a tv
