Urgent help needed.

My friend has a very old PC using Intel 845G Intel chipset. I have used AMD processors to date and changing the stock cooler is very simple and i also build Conroe systems recently but this stock cooler on the 845G is weird and won't come of. It's not the thermal paste that is preventing it but the design on the thing. The fan is located on a plastic frame which the heatsink lies within.
I have searched google for a guide of how to remove the damn thing so i can apply some thermal paste on it to solve some heating issues. 60C in the bios! :p
 
Yeah managed to take it out and apply some AS5 on it after cleaning the residues of the stock paste with no avail though since in the bios(latest version according with MSI) it's showing the CPU at 58C in the bios and if that is the case.
I managed to get in last night and install SP2 and get rid of some viruses on the PC and at some point it rebooted. Another conserning factor is the 300W Q-tek PSU which from what i know is the worst brand of PSU you can get. Showing the 12V rail at 11.60V in the bios and i would imagine this dips even more when the CPU is under load.
I will recommend my friend to get a new tower from here since it's a waste of cash in my opinion upgrading that old PC.
