Urgent Problem !

About 1 hour ago i was playing counterstrike source and it kept freezing for a few seconds then resuming, every 10 seconds or so, i thought it was just this one time, then it started doing it in windows, i rebooted, BSOD'd over and over, so i reformatted. However it started doing the same again, however seems to have settled down for now, but does anyone have an idea what hardware failure could cause this? Sorry i couldn't get the BSOD code, i was in a hurry.
 
When i ctrl+alt+delete , my cpu seems to be running between 20%-50% constantly, even if i'm not doing anything that intense...i guess this is causing the freezes and sluggishness, but what's causing the high cpu
 
Freeing up some RAM.... will that not just get filled up again by the program that was causing the problem in the first place? ;)
 
Well, i checked using process explorer, and it's 'hardware interrupts' that's the culprit, how do i stop this and what does it do?
