USB power surge error

Ive got a gigabyte ds4 board and when i plug a device into a usb port thats connect one of the internal headers i get a usb power surge error and cannot use the port. The ports on the back panel dont have this problem though.
At first i thought it might be due to the board being overclocked but i still get the error when running at stock speeds.
Is my board faulty??

maybe the front port ground pins aren't on the correct header?

just a thought

have you upped the polling frequency? actually, scrap that, because that would affect the rear ports too.
