If it was held it would say on the tracking. On the odd occasion when I've had stuff charged it says Held in Customs, then released with charges.

If the value declared is deemed to be legitimate then no there is no problem

But loads of people declare high value goods at $20 and are surprised and angry when customs decide that this is bobbins
