I am overclocking my E8600 to get a bit more grunt out of it. In the bios i set the v core to 1.375 yet in cpu z it reads 1.29. So i upped the volts to 1.4 and in cpu z it reads 1.312.

So which one should i be trusting i know motherboards can undervolt the valve you enter but is it normal to do it by so much.
 
They're different voltages. CPUZ is a decent stab at guessing what voltage is currently applied. The bios setting is the voltage applied to an infinite resistance. Sort of what the bios is trying to apply to the cpu, or a maximum. As current flows, the voltage applied drops.

As regards the rule of thumb values you see thrown around on forums, they normally refer to cpuz. Bear in mind that "safe" voltage in so far as it can be defined at all is a function of temperature. 1.4V at 30 degrees would be fine barring bad luck, 1.35V at 95 might not be.
