Afterburner and other GPU monitoring programs can cause framerate issues in VR games. It's recommended you don't use them while playing in VR.

Ive tried with and without, no change.
I've tried it with minimal programs running other than essentials, again it is the same. I almost tired a clean install of windows last night but ran out of enthusiasm after installing windows on another drive. Maybe I'll complete it tonight but I'm feeling like it isn't worth the bother.
